No, it isn't, but IQ tests test your mathematical knowledge. It stems from the idea that if you're intelligent, you'll remember the processes involved. If you never learned the processes involved you'll do worse on said IQ test. There are exceptions, IQ tests formulated to test non-mathematical or non-linguistic knowledge and those for children, but the standard stanford-binet style IQ test will test a lot of learned knowledge. So, my point stands.
