No, he was just saying that he wasn't going to smoke marijuana. That's like going into the furry megathread and saying that your not a furry or going into the anime megathread and saying you hate anime. It's loving stupid and pointless.

"legally and responsibly" does not sound pleasurably or for enjoyment at all.
