That's a shame.  I hate most of the budget cuts these days.

One of the policeman could have helped. They probably wouldn't have gotten fired because they don't want bad publicity for firing him.

I believe the budget cuts resulted in a lack of training and equipment to perform the rescue. If you can't safely rescue someone you end up risking more lives.
