Description
Mutes people, but with the twist of that nobody except for the admins knows who are hellbanned.
When a hellbanned user sends a chat message only they can see it.

Commands
/hellban - Hellbans a person
/unhellban - Removes someone's hellban
/listhellbanned - Lists people who are hellbanned

All commands are admin-only and the announcements from /hellban and /unhellban are only sent to admins.

URLs are not made into links for hellbanned users.

Its abudable, in the sense that someone can stand on the opposing side of a wall and use it to annoy people. Not abusive in the terms that most people think, but any addon that makes a sound can be abused in this way. I dont think thats the case here.
