To get it on XBLA you need to use .NET and XNA framework. And I don't think you can use anything else than C# with XNA without using a paid version of Visual Studio.

Actually the most expensive is $16000, for Ultimate 2010.

Exactly how am I wrong? I have every version of Visual Studio 2010, for free, through MSDNAA, thanks to my college.
