Nobody but myself can see my decal!

I created a decal, and it seems that it is invisible to every other player, though I can see it myself.
Does anyone know why?

Because they don't have it.

Though I had a Master Chief Decal, and someone who claims they did not have the decal could see it

Yes, whoever does not have a decal you have cannot see it if you use it. Faces reset to the default face and decals reset to blank.

Either they are trolling you, or they have some sort of eyesight impairment..
