I wouldn't think so, because they are just common meme sounds that I love using.

Ive done it tons of times, valve is really open to modders and stuff so youll be fine.

No modifying dlls or exe's or any critical game files and you're fine. Sounds and materials being modified will not do anything.

In some ways, Valve promotes modding.
For example, they added plenty of HL/2 mods to Steam.

And like adding whole modding/indie game developing teams to their company and making 2 games out of them. (Portal <3)
