Yeah, they have a show about this, I think it's called "What would you do?"
It's where they stage things like assaults and thefts and other wrong things in public and see how everyone reacts, if anyone does react.
One they had a white guy, black guy, and an attractive white woman trying to steal a bike at different times in the same place.
With the black guy, everyone freaked out and called the police, with the white guy, no one cared at all, and with the woman, some people even helped her.
