you're supposed to arrange, draw, resize, etc. at 100x60, only sizing it up to save it as a .png and upload it! otherwise it's not really 100x60 now is it?

Pixels don't tilt on their side at 100x60. What you do, is just draw everything you need at 100x60, then you resize it. Don't do anything at the new resolution except post it, or you're "breaking the resolution".
