It's Testing, Every first Monday of the month they are testing it. Its for like when some thing bad is in the Air, If you hear it and its not on Monday 12 O' Clock you need to close windows and doors and turn TV/Radio on.

The other day I was driving home from staying at my friends house and there is a patch of woods to the left which has been basically destroyed and I look and there was a tree that looked like slenderman

It was like that but further away and a bit lower pitch but with a harmonised one coming over it every now and again.

It's an auditory condition sometimes caused by hearing damage that causes the person to hear sounds in their ears such as high pitched sounds and sounds like wind.
