A little background on Empire City Empire city is not a normal city. Empire City is a government-funded social project, designed to keep the bad guys in, and the good guys out. Sure, you can still move in, by taking a boat or visiting the airport, but who can miss the 150-foot high wall surrounding the city, made out of slick concrete? Empire city has a total area of 20km, from slums to downtown, made almost completely of hardened criminals and serial killers.
Of course, the general public does not know this. Empire city did not get a fire station, or police department, so the good-doers who moved in take matters into their own hands. Because once you enter the city, you cannot get out.
