Noise > Add Noise > Monochromatic, Gaussian
Filter > Blur > Motion Blur > 45 degrees, 300 px

You know those little colored dots when you take a dark picture with a crappy  digital camera? Pretty much that except they can be any color. Kind odd like static.

literally just a bunch of little specks that can be added to a document in photoshop.

pretty sure GIMP can do it, too.

I still prefer GIMP. Especially after the 2.8 update. It is much more professional looking now with the smoother interface and single window mode.
