before anyone says "blatant trolling" - there really is no rule about that. it's a vague invisible rule that is typically determined by the administrator/moderators.
even if it is obvious and straight in the face, it doesn't seem to be enough for a ban.

It's pretty much these two points. I don't think they really care about what's going on in Off-Topic as long as your not posting ponies leaking vaginal fluid.
You may remember that Lord Tony has actually been banned a couple times for stuff he's done in non-Off-Topic.
Also what he's doing is only really pissing off the bronies, and it's only "causing an uproar" because we let it.
