The title of the piece is "I just...can't do it." The authors description reveals little, but I think it's safe to assume Scoots is having trouble with Wonderbolts training(which RD is now captain of[stated by author]) and goes to RD seeking advice. Or, Scoots washed out of the Wonderbolt academy and Dash has to break the bad news to her.

wikipedia hasn't missed an episode
it doesn't know episode 8 was intentionally delayed and what actually aired was episode 9 (this has been confirmed by the staff a few times already)
