Npc's are telling me I need to get up to ephialtes cottage on the dresser but there doesnt seem to be a way to get there.I think it might have something to do with the blue building in beta city, the one that has the cannon on it after you complete the chrome bricks fetchquest? But the man wont let me use his cannon because he hasnt tested it himself yet. I did notice one of facechild's llammas has wings, but i dont know how to get onto the shelf.

Back in Fort Papa did you get the Epaulets of Energy from the beggar or from the old guy in the watch tower? The solution is different depending on which one.

No, he was in one of the towers sticking up from the walls in Fort Papa. That was sort of vague of me.
