Wii Sports is, apparently, the best-selling game that has ever been made, selling 76.76 million copies.
Though, considering that was when bundled with the Wii system, it's probably not worthy of the title.
That leaves Super Mario Bros., selling 40.24 million copies.
I'm pretty sure that Nintendo beats everyone anyway; 3.5 billion total games sold.
The non-Nintendo game that sold the most is Black Ops. 12 million on the Xbox 360. (Selling ~3.5 million on the PS3)

This is all excluding mobile phone sales, wherein Tetris has sold more than 100 million copies.
I personally don't think mobile phones should count for this.
