Try watching YouTube on Google Chrome, if you aren't already.
It's pretty much made for watching YouTube.

Looks like I have the browser problem, IE is able to load the video with regular http access.

So apparently what's happening is that Adobe Flash doesn't have a version for IE 9 yet. forget I'm an idiot.

Mozilla Firefox works. Probably because it's not IE. Excellent.
