I have tried putting in mah ad ons folder but i cant find them in my add ons list

That's because they're listed in the addons list.
There's also a button named ''Colorset'' when you're starting a game.
Click that button and choose the colorset you downloaded.

I downloaded rtb put it in my blockland add ons folder like all the other add ons SHUT BLOCKLAND REOPENED IT AND NOTHING HAPPENED

Locate the colorset.txt and place it in your config/server folder.
