Well the 90s cartoons on cartoon network has more adult humor and suggestive images than the cartoons today. Cartoon Network is going to continue becoming more family friendly until it becomes something like Nick Jr.

We can have guns shooting at the powerpuff girls, dexter, courage, etc. But we can't have guns shown in cartoons today.
