Tablet download speeds taking a stuff on my computer's?

For like the past 4 or 5 weeks I've noticed my computer downloads topping out around 180 kbp/s and then staying at 170. I used to get about 380, which is what we're paying for. Now I can only get those speeds on my tablet.

I get nearly identical speeds on both ethernet and wireless connections with my computer. What is odd to me is how it's only the download that is dramatically different, uploads are exactly the same.
Called AT&T about it and they said the DSL line was fine, and they told me to run the speed test on the tablet and sure enough it's my computer.
I know this isn't a tech forum but does anyone have any theories?

Is that a Wi-Fi moto xoom?

Acer Iconia A500, I was actually running the Xoom ROM when that was taken (The UI looks 100% identical to the stock Acer ROM though). I am currently running the Galaxy ROM.
