There are no mods other than Bukkit. If it was a clientside mod, he would have been banned.
The server redirects to Kansas. It most likely is a clientside mod of some kind, or he probably has some relation to the server owner.
Additionally: Tom tried to verify that he lives in scottland by searching the IP of some random web robot he got from his server console.
Despite the simple logic that says that he was going to get on tinychat and put a shoe on his head (Which is what's exactly in one of his videos on his channel. Go figure) and Tom mentions it to him, he suddenly gets a Webcam not found (0x777) error that is seemingly non-existent from a few minutes of googling. He then rephrases said error several times from:

The simple fact is that Tom is too obsessed with trying to get some form of recognition for his musical
virtuosic compositions such as:
