Why does badspot single out users of free email?

This is a question for Badspot.  Why is it that if somebody signs up for the forums with a free email acount (hotmail, gmail, yahoo, ect.) you assign them to a special group with restrictions placed on it?
Do you just in general dislike free email providers?

Simple answer:
If you sign up with an ISP email, Badspot can report you for mass spamming and attacks against the forum.
He cannot do this if you use a free one.
