If you can't tell your local IP from your external IP, then I doubt your server is configured in a working way in the first place.

No, I have it done correctly, but I need to use hamachi or no-ip. No-ip crashes alot and hamachi has to be downloaded. Both work.

Then put :25565 at the end, that's the port.

Because you specified an IP in the server.properties file. Leave it blank.
