Thats what I did and this happened.
Also I can't contact steam support about this. Someone do it for me please, with a detailed description and my steam username.

I Un-Installed steam, I was still logged in. Then I exited. Then I Reinstalled and said the file name Steam was already populated, even though i deleted everything about the old steam.

Steam is stuff imo. They have good deals and chat and that's it. I hate everything else. I wouldn't use it if I could play Terraria outside and everyone didn't use it.
