Because everyone is scared off by that and learns better. The ones who don't die. Most chainban situations are defused by fear. It's when they've been warned and continue that it happens.

"come to ELFs sniper dm"
He said it twice each second. Then I think he changed his name to like "Spambot" and everyone began to have a seizure. Funny stuff man.
