You have no idea why data caps are still being used in this state.

In the past month we have watched 8 episodes, 1 movie, and play cawwa doody till about 2 am. I wake up at 7 and don't get on till about 6pm.

that data wasnt used by regular net usage. its downloading of large files.

I'm in Maryland.  I can't imagine actually having a cap on my bandwidth and download.

Thank god that my bill is always $85 a month with Unlimited downloads... id be stuffting bricks if I had a bill like that...

I'd log the IPs connecting and disconnecting from your network, then check all the IPs for the computers in the house to determine which computers are yours. I recommend you create a MAC filter for your router, so you can prevent unusual computers/devices from connecting to your network without using a password.
