In-Game:
Lower graphic settings.
Lower the draw distance.
Lower the resolution, and see if you can get a higher refresh rate. (Ex: Some computers give higher refresh rates at lower resolutions, My computer gets a 75Hz at 800x600)

Out of Game:
End unused processes

Lighting Quailty: Low
Physics Quailty: Best (cause of the bricks being on the ground)

Ones in bold should be changed to what I said
Also, make sure to check your advanced options. Take off vertex lighting, and basically everything except for dynamic lights (both), sky, decals, precip, and clouds

You will need to lower settings like Goth77 is saying as your video card sucks, no offense.
And just something, if you have a dual core, 1.6GHz, it's not equal to 3.2GHz.
They run together, and divide the load.

Your video card sucks. You can either buy a new one (would probably be wiser to just buy a whole new computer) or turn down your graphic settings

It doesn't work that way. Computing the power of a multi-core processor is more complicated than just adding up the core speeds

Also, using a public DNS server can make yer internet a bit faster
For web browsing, an extremely negligible amount. For gaming, no. Are you familiar with what a DNS server does?

Take off vertex lighting
Actually, vertex lighting is lower quality, and should therefore be on.
So basically, in Graphics, turn all qualities to minimum, in advanced graphics options, uncheck everything except for vertex lighting, drag the two sliders in there, and the three sliders in particle options all the way down. Then, go to a server with an average amount of bricks, and turn your most preferred options up just high enough that it doesn't lag.
