Yeah well these are base builds, you build off of these to fit your needs.
Apart from the fact that you'd have to change most things to get that build on that budget. While I think it is important to get a quality, more expensive motherboard and case, the number one priority with lower budgets is to get one that will support some better specifications while retaining medium quality parts.
