Well I got steam working.

Now there's another problem, it won't start up because it says i'm not connected to the internet, which i am

Mac or Windows?
I had this problem on my mac.
I dunno how to do it on Windows, but find where your computer stores data (%appdata% or something) and delete the steam folder. Should work

and if you're on a mac, open up finder YourName > Library > Application Support > Steam
Once you find the steam folder just delete it.

Did you have Steam previously installed?
If so, you should probably attempt what I said.
