I really don't get this.

I'm dling something off of steam. It goes at atleast 300kbps. When I turn my Xbox off, it goes at 50kbps, but when I turn it back on and play it, it goes at 300kbps+?

What is this.

My guess is that it has to get all your friend's information [Ingame, what game, status] so it uses up some bandwidth.

I hardly use my Xbox, my little brother uses it. He uses everything(Voice chat, etc) I hardly do anything with it, haven't played the xbox in years.
