Youtube hate's localization, so you have to set your location to "Worldwide (All)" to see most features, such as the april fool's joke on april 1st, and this new 'reactions' feature.

You should really use a screenshot of the menu while it's open in the topic post. I was confused what it even did until I found it on a video finally. (Chrono, it isn't on the bottom of the page. It's next to the main comment box.) I thought it might be some version of the report box they added or something.
It's not like you had to read multiple pages to know what I was talking about.
