I have tried and failed so many times to get Torque on Blender.

I've had this problem to. What's most likely the problem is that you have the latest versions of Python and Blender. Well, the dts exporter only works on a certain version, as far as I know.

i have the latest i heard there is an exporter for cinema 4d
