Worst comes to worst you can buy Fallout 3 GOTY edition for only 6 bucks if you really want to play all the DLC. I mean, all the DLC combined would equal about that much money.

If he really cares about getting the DLC he could just buy the GOTY edition on steam. Core game and all the DLC for 10 dollars which is still a great deal. But I bet he'd rather bitch and moan about how he's getting "ripped off" than actually solve his problem.

You're either going to have to buy them for full price from Bethesda, or buy the GOTY edition.
Stop being a stubborn ass and get the GOTY edition from Steam.
Unlike the disk version, losing the disk will not prevent you from playing the game.
And you'll also have all of the DLC..
