Its not really tribal. But if he's implying that they're all criminals then its tribal, but it could be called true. Africans did not have equal rights in North America and Europe, and they just recently got civil rights but some still complain about people being tribal, when its not at the magnitude compared to the past centuries. Because some think they don't get a fair chance they resort to criminal acts, you see more black criminals than white criminals.
This is not to say all black people are criminals and all white people aren't criminals, because thats not true.
