The cliche "How do i make addons" question.

I am just starting to make addons and i have found i will need a program called milkshape for the modleing. Are there any other programs i need? Is Milkshape free?

Milkshape is not free, cost 35$.
Blender on the other hand is.

How do i know whether i need windows 32 bit or 64 bit or linux?

If you don't know, just get 32 bit. And windows, you would know if you were running linux.
