I was trying to log into my email, but it says cookies are disabled on my browser. I'm using google chrome and cookies are set to 'Allow local data to be set.' How can I fix this?

Don't know much about Chrome, so I would just suggest Firefox.

what are all the available settings for cookies

if there is one for this, just allow all

Allow local data to be set (recommended)
  Allow local data to be set for the current session only
  Block sites from setting any data
  Ignore exceptions and block third-party cookies from being set
  Clear cookies and other site and plug-in data when I close my browser

That's the correct cookie setting, there must be a problem with the email service you're using or just a cookie glitch.
