I like how people make it sound like they did nothing wrong. Its not just 'riding around on a piece of wood', its also breaking the law. The kid(s) clearly didn't stop when told, so the cop made them stop. And he most likely did let them talk, they just cut out the whole conversation between the cop and kids in the first part.
