This would be a great feature, although to prevent spam you could only have people allowed to submit one or two posts a day.

on my blog the people who want to posts sign up for it and each time they try to post i have to review it.

If it happens it gets deleted, and the user is given a warning. 3 warnings result in a one day removal of posting privileges. If the user does it again, it' one week. Again, then it's a month. Then a perma.
