It is the administrator's fault for having the glitch. I am confident in saying that about 95% of blocklanders would seize the opportunity to spam the living stuff out of anything that they were previously unable to, for no reason at all.

95% is probably an exaggeration, but servers that don't keep their server-goers occupied and entartained either end up totally empty or full of spam or both.
Imagine if badspot starts an empty server with no 64x plate rule, or rules of any kind. A total freebuild.
