Spammer on IRC

I've been having somebody spamming me named Tehlolz. he started out that name the first time. He kept spamming SAY BAYBEE! I ignore him and then he changes his name! And starts spamming again. He changes his name 20 times then finally I just decided quitting IRC. After 1 week later he starts again as the name Justin_Bieber. Here is a picture.

He just reposted a thread and modified it so the picture would be shown, I don't believe that's crossposting.

But to be fair, he should have just posted the pic in the other thread instead of making a new one.

damn dude i got spammed sometime by this guy Rendevous_With_you kept saying "spam war" then i said dumbass about a day later i found a server saying a random name joined it then guess what he was there and banned me for perma ban Reason:_ so i was like What the hell?

then after another day he spammed me again saying "dumbass" then finally he stopped about 10 minutes later
