Using half bricks will get one to a closer circle.  I've made many perfect circles, vertical and horizontal.  Working with half bricks always made it easier.

And no need to be so miffed.  If you can not tolerate others' advocations, then YOU should get out.

A 1x1 brick's side-to-top ratio is 6:5.  Meaning to make a perfect square "pixel" out of 1x1 bricks, each "pixel" would need to be 6 studs across and 5 bricks vertically.  Half-bricks would be 4:5.

it was hilarious. he made me come and he'd write a small /cmd and it would make a circle of that diameter that he specified.. he told me some of the commands, too. he could make it make a sphere, a circle, and a few other things.


That's a hexadecagon (16 sided shape), not a circle.

Actually, a model itself could not be a perfect circle. Modeling programs usually render circles with 24, 32, 48, or 64 sides. Therefore, the circle would always have sides and would never be a perfect circle.
