In some points, he's right. Family RPs are full of people who think that they can spawn weapons, shoot anyone, and say "he disobeyed the laws!!!1!one!", or, "BUT I'M A COPP!!1! I can shoot him if i want!". And you shouldn't have to make lots, just get the Baseplate Rules and your pretty good, but thats your decision.
