Look at replicas of real cities.

Pick out builds that are significant to that city or is unique.

Replicate.

Thanks cucumber... I am not planning on making one off of a REAL city.  I am making a more 'modern' type.  I mean the sky scrapers will have the 'glow' defect.

Don't make it too simple, even though they are small bricks in a small build, there can be a lot of detail unique to a mini city.

Ramp cover bricks are your friend.

Also for some very neat examples search up Arabian Minicities in Gallery. Topic is by me. In there are different styles of mini city building by multiple users (Lordy Lord, Effort, Snipa101, etc).
