You could resize it, create another layer over the resized image in an image editor and trace it.

What are vertex images? Can't the thing be converted to one of those, resized, and then cropped?

this isnt CSI. you cant just zoom and enhance.


however you could stretch it big in photoshop or paint.net.
turn up the selection sensitivity. and select all black lines, recolor them as a more 1shade solid black.

This is the problem. You cropped the original image and scaled it down. Usually after you scale down a picture the quality will become distorted.

I used Inkscape to trace the bitmap with a vector path.
