The wires can support 100 mbps, however ISPs meter the actual speed.

I was just on the phone with my friend (who lives across the street) and he did a speed test too (he has charter, and i have quest). his upload speed was 3.00 and mine is .5 ! My family will be switching to charter now so my problem is solved =). Thanks everybody
