Depending on the size of the rocks they can also be harmful.

I remember a case a few years back. Some stupid kids were making snowballs and dropping them off an overpass to cars below. One turned out to be an ice chunk. The chunk hit car, went through the windshield, and killed the 40 year old mother right in front of her kids.
