Well I don't know why he did the facepalm but let me give my opinion on this;

Just no. First of all every 10 minutes is just way to long to wait. And seriously this can be easily done with VCE I know some people may say VCE sucks and scripts are much better but if you think about for a second, are scripts really required for this?

since it mini empires i'd think it would be implied.

and anyways, a mini empires mod should be more RTS. sorta like age of empires RTS. i think someone said that i should make mine after Civilization, but i never played that so i wouldn't know.

Oh yes i'm designing a client side InGame RPG mod. Sort of like Mini Empires but you can like play in a rpg while in a game in stuff. Still working on the global variables and such.
