All I'm saying is that I don't think there's much we can realistically do to stop terrorist attacks. If Al-Qaeda wants to hit us bad enough they probably can. We can obviously react how we did before but it seems like a long game of tug-of-war.

That's the point.
The war on terror bullstuff was completely futile. Any organized group could quite easily conduct attacks very often. There is nothing to stop them without turning the entire country into a police state and regulating everything down to what colour socks you wear. We have no viable weapons against it.
The military is in place to defend the people against the enemy. Terrorism has the interesting side effect of turning the people into the enemy.
