AMD Mobility is for laptops.

Once again, no straight answer. I looked at the laptops, and there were some that had ATI Mobility Radeon HD 4250, and some that had AMD Radeon HD 6250 Graphics.

So, since I'm not a tech expert, can someone just tell me which is better for source games? Don't make any comments like "It won't run them at all", because I've seen many videos of the 4250 running TF2 just fine.

AMD Mobility is for laptops.

Yes, but as I said at the top of this reply, There were laptops that had the 6250 graphics.

A straight answer, please!

bigger number with HD in it = more fun

An HD6250 is 2 generations newer, so will support later technologies and it is in fact approximately 1.5x more powerful.
But do note that these are still both low end cards.

If they're for laptop, then they're both integrated or Mobility as AMD likes to call them.
ATI/AMD cards basically work this way:
x=4 y=250
x=6 y=250
First go for higher y, if they're both same, then go for higher x. But if difference between x's is over 2 then go for higher x first.
