What programs would you guys use to create textures for something like arms for an FPS, and how would you go about doing it?

Photoshop + Illustrator

Specifically mesh gradients, normal gradients, brush tools, and some basic filters and overlays.

Jargon :s

filters and overlays are like effects and stuff ( from what I've gathered from using inkscape and gimp) and i have no idea what mesh gradients are

Give it specular maps for fancy lighting.
